The County Auditor/Treasurer is a county official elected by Clearwater County voters every four years. Minnesota Statutes govern the duties of the Auditor/Treasurer's office. The County Auditor/Treasurer is the chief financial officer for the county. The Auditor/Treasurer's Office is responsible for the collection of Real Estate, Personal Property, and Mobile Home Taxes, along with updating tax parcels for current ownership and property owners' mailing addresses.
The Auditor/Treasurer's Office is also responsible for the receipting of all County funds. Deeds are also processed for payment of Deed Tax and Mortgage Registration Tax. This office also works closely with Escrow Companies maintaining up-to-date information on taxpayers' Escrow Accounts.
The office also stores all the tax rolls dating back to 1903. The tax records are public information and are available for review by the public.
Property Tax Administration
Each taxing district within the county must certify a tax levy and special assessments to the County Auditor/Treasurer. The Auditor/Treasurer tabulates all of these levies and special assessments and then calculates the amount of real estate, personal property, and mobile home tax to be paid by each property owner in the county, based on the valuations certified to the Auditor/Treasurer by the County Assessor. All real estate transactions for property located in the county are processed through the Auditor/Treasurer’s Office to make changes to the ownership of property.
The Auditor/Treasurer’s Office reviews the ownership records in the tax system daily or as needed. Clearwater County has approximately 7,500 tax parcels. After the beginning of a new year, the Auditor/Treasurer publishes a list of delinquent taxes in the official paper of the county.
Tax Due Dates:
First Half Real Estate and Agriculture: May 16
First Half Mobile Home: August 31
Second Half Real Estate: October 15
Second Half Mobile Home and Agricultural: November 15
In-Person: Property Taxes can be paid in person at the Clearwater County Service Center. The Service Center is located on the second floor of the Courthouse. Easily accessible service windows, including a handicap-accessible window, are available.
General Administration
- Serves as clerk to the County Board
- Schedules County Board appointments
- Prepares agendas and minutes of all Board meetings
- Submits Board minutes for publication
- Prepare and maintain employee files for all employee benefits
- Prepares payroll for all county employees including payroll taxes, insurance premiums, and pension benefits
- Issues liquor, wine, beer, tobacco, and transient merchant's licenses.
Financial Administration
- Prepare and submit the annual county budget to the County Board
- Works with State Auditor's Office in preparation of annual audit and financial statement
- Maintains a summary accounting of the Road & Bridge and Welfare Funds.
· Election Administration
· The Auditor/Treasurer is designated by the Secretary of State as Registrar of Votors, and chief custodian of official voter registration and election records. The Auditor/Treasurer is responsible for conducting the primary and general elections during the even number of years, as well as conducting special elections.

· To apply for an International Passport you must submit a completed passport application with one passport photo, a certified copy of your birth certificate along with a driver's license for identification.
