About the Assessor
The County Board appoints the County Assessor, usually for a term of four years. The Assessor is responsible for classifying, and establishing market values for all real estate and personal property, and the equalization of assessments throughout Koochiching County.
Assessors are required to inspect properties in person at least once every 5 years or if new construction or demolition takes place. Assessor’s value property using a mass appraisal process to review sales of similar properties over a set time period established by the Minnesota Department of Revenue.
Assessment Process
The Assessor’s Department follows a clearly defined process to complete its duties.
Assessors estimate property market values, classify properties according to their use, and review valuations on a regular basis to determine if estimated market value adjustments are needed.
Each spring, property valuation notices are mailed to property owners. These annual notices allow owners to review the estimated market value of their property and appeal if they choose.
After appeals are completed, the Assessor totals the estimated market value of all properties and shares those values with the taxing jurisdictions that set tax levies.
The Assessor’s responsibility in the process is with market value and classification, not taxes.
The Assessor’s Department does not…
- Collect taxes,
- Calculate taxes,
- Determine tax rates, or
- Establish property tax laws.
A Message from the County Assessor and County Auditor/Treasurer
Our goal to serve you with accurate information continues to be our mission. Due to a decrease in staff, we are experiencing difficulty in meeting immediate property tax-based telephone requests. Therefore, we are requesting the following:
- For property tax information such as taxpayer identification numbers, owner/taxpayer, legal description, or payment status, please fax your request to the auditor/treasurer at 218-283-1111.
- For property class descriptions and/or valuation information please fax your requests to the assessor at 218-283-1125.
- Zoning and flood plain information requests should be faxed to 218-283-1159.
- For automated response, please provide a return fax number.
- If a certified response is required, please state it as such in your request. A nominal fee will be charged. Otherwise, the information will be for tax purposes only as stated on the returned form.

Assessor's Office Quintile Work
Under Minnesota Statute 273.08, the Assessor is responsible for reviewing every parcel under his/her jurisdiction at least every five years to make sure that the information used to establish market value is accurate and up to date.
The areas to be looked at for 2023 quintile will be: Rainy Lake Islands and Rural School District 361.
Assessors will be out verifying information on properties to ensure the assessment records are accurate and complete. Physically viewing property is very important to fulfilling our responsibility to value property accurately and uniformly. During quintile visits measurements and pictures will be taken of all buildings.
All assessors carry county ID badges that are visibly displayed and their vehicles are identified as County Vehicles.
