The office of Emergency Management is responsible for:
MITIGATION
Mitigation refers to measures that reduce the chance of an emergency happening or reduce the damaging effects of unavoidable emergencies.
PREPAREDNESS
Preparedness activities increase a community’s ability to respond when a disaster occurs. The National Incident Management System (NIMS) defines preparedness as “a continuous cycle of planning, organizing, training, equipping, exercising, evaluating, and taking corrective action in an effort to ensure effective coordination during incident response.”
RESPONSE
The response phase includes the mobilization of the necessary emergency services and first responders in the disaster area. This is likely to include a first wave of core emergency services, such as firefighters, police and ambulance crews. One of the first response tasks is to conduct a situation assessment. Local government is responsible for emergency response and for continued assessment of its ability to protect its citizens and property within the community. To fulfill this responsibility, responders and local government officials must conduct an immediate rapid assessment of the local situation.
RECOVERY
The goal of recovery is to return a community to normal or near-normal conditions. Recovery differs from the response phase in its focus; recovery efforts are concerned with issues and decisions that must be made after immediate needs are addressed. They are primarily concerned with actions that involve the restoration of basic services and the repair of physical, social and economic damages.

Minnesota Assistance Council for Veterans (MACV)
Offers transitional housing and permanent supportive housing for homeless Veterans. The program is designed to provide Veterans with holistic, housing-related assistance. Veteran employment and training services help Veterans prepare for their employment search, including resume building and job skill development, and connecting Veterans with full-time, living-wage jobs. The Vetlaw program offers free Veteran legal aid and resources for all Minnesota Veterans. Offering emergency housing, transitional and supportive housing, support groups, supervised visitation, advocacy, law enforcement and medical appointment accompaniment, clothing, bedding, household items, transportation, and information and referrals. The Crisis Intervention Service provides help for individuals affected by domestic and sexual violence. 24-hour hotline for support, information and referrals.
- The Supervised Visitation Program allows parents in high conflict or high-risk situations access to their children in a safe and supervised environment. The program is used to protect children from potentially dangerous situations while allowing parental access and providing support for the parent child relationship. The Supervised Exchange Program service allows the child to be exchanged from one parent to the other without being exposed to the conflict of the parents. Monitoring is limited to the actual exchange with the remainder of the visit occurring unsupervised.
- Stronger Together is a support group for people who have experienced harmful relationships. Focus is on self-empowerment, healing, coping strategies, and making healthy changes. Group meets Tuesdays from 6pm-7pm at North Shore Horizons.
