Model Cities is actively working to address the housing challenges in Minnesota for BIPOC and low-income families by providing options along every step of the housing continuum.
From Safe Space, which provides overnight shelter, to our supportive housing services, which support single-parent families and young adults with a history of homelessness, to our affordable rentals that offer access to convenient new units in Saint Paul, we are creating stability and places people call home.
ShelterAt Model Cities, we believe that shelter is much more than providing a bed; it’s providing hospitality and dignity for our whole community. Our shelter staff work to find ways to bridge housing insecurity and housing stability to help shelter guests refocus and create a plan for making tomorrow better than yesterday! People in need of emergency shelter, as well as community partners, are encouraged to contact the team for assistance using one of the following methods:

Supportive HousingFinding an affordable place to live can be a challenge, especially for families. At Model Cities we offer stable housing with services that help residents build the life they imagine. Services are delivered with care and respect and are focused on young adults with children. Families First ApartmentsHUD requirement Families First provides safe, affordable, permanent supportive housing for single-parent families who meet the HUD definition of homelessness. This includes at least one family member with a documented disability.
Contact Property Management: 651-632-8354 Sankofa ApartmentsSankofa provides permanent supportive housing for youth and young adults ages 17-25 who are either pregnant or parenting a child under the age of three years old. Households served through Sankofa must meet the State of Minnesota’s definition of “Long Term Homelessness,” which includes households who lack a permanent place to live continuously for a year or more, or at least four times in the past three years.

How Do I Get a Referral?To live in our supportive housing, families must first have a referral from Ramsey County.
Supportive Housing referrals for our Families First and Sankofa programs must come from a Ramsey County CAHS case manager. To contact CAHS, please call 651-291-0211 or call United Way’s Helpline 2-1-1.
