Summary: Arrowhead Economic Opportunity Agency's Free at Last Program is available in Itasca county and Koochiching county for youth ages 16-24 who have been in out of home placement.  This program focuses on "teaching at-risk youth independent living skills through experiential education, teamwork, job ready skills, and one on one case management."
